Senator Zien Says Concealed
Weapons Law Is Veto-Proof
MADISON (Dec. 14, 2005)  "The State Assembly overwhelmingly passed a bill that would allow licensed, law-abiding citizens who are trained and have passed state and federal background checks to carry concealed weapons for personal protection, a right that is afforded citizens in 46 other states", according to Republican State Senator Dave Zien (Eau Claire, WI), President Pro Tempore of the Wisconsin Senate.

The Assembly passed the bill by a vote of 64 to 32, and sent the bill back to the Senate which must approve the Assembly amendment before it goes to the Governor. If Governor Doyle vetoes the measure, the Assembly needs 66 votes to override the Governor’s veto for the bill to become law.

Zien's office indicates that to secure 66 votes to overturn an override, all 64 who voted for the bill in addition to Rep. Mary Williams (R-Medford), who was absent, and the newly elected Representative from Dan Vrakas’ vacated seat must vote for the override.

Representative Mary Hubler (D–Rice Lake), one of the Democrats who voted for the bill, committed to overriding the Governor’s veto if the Senate doesn’t change the language she added. Hubler suggested an amendment that ultimately gained her support for the bill and the override.

Hubler’s amendment reduces the legal BAC for permit holders to .02, creates a no-carry zone within 100 feet of any school grounds or premises while outside of a vehicle, requires refresher training every 5 years for permit holders, and returns the penalty to the current classification for intentionally falsifying a document.

“I made it well known from the start that I wanted to keep any guns, whether carried by law-abiding permit holders or not, away from school property. This amendment today satisfies many of my concerns, and I voted for the bill,” said Hubler. “I commend the bill authors for being reasonable and listening to my concerns.”
